Turgot begins with land, labor, and the simplest act of exchange. He ends with something unexpectedly modern: an economy shaped by prices, savings, entrepreneurs, credit, interest, risk, and the constant movement of capital toward opportunity.<\/p>\n
Written in eighteenth-century France, Reflections on the Formation and Distribution of Wealth<\/em> belongs formally to the world of Physiocracy, whose thinkers regarded agriculture as the ultimate source of economic surplus. Yet Turgot repeatedly ventures beyond that doctrine. He asks why people exchange, how individual desires become market prices, why money emerges, how saving becomes capital, why production requires advances, and what determines the rate of interest.<\/p>\n His answers can be startlingly familiar.<\/p>\n Value begins with what individuals want and what they are willing to surrender. Prices arise through competition. Capital is not simply money but accumulated wealth placed at the service of future production. Entrepreneurs must be rewarded for labor, skill, uncertainty, and risk. Interest reflects the abundance or scarcity of capital. Funds move among land, agriculture, manufacturing, commerce, and lending according to their expected returns.<\/p>\n Even national wealth, Turgot insists, must not be confused with the quantity of money in circulation. Tools, livestock, merchandise, productive resources, and land matter far more.
